As part of a long-term effort to reduce basement backups and sewer overflows, MSD Project Clear is constructing approximately 3,272 feet of sewer in the Cities of Bel-Ridge and Bel-Nor, and in the Spanish Lake area. MSD Project Clear will increase the size of the stormwater sewer which will reduce basement backups and prevent sewer overflows in this area.

Why is this project being constructed?

MSD is investing $2.175 million into this neighborhood with this project to alleviate basement backups and clean up our local waterways.

How will it be built?

For the majority of sewer construction on Glen Echo and Clearview Drives, the pipe will be put in by digging through the surface of the road with depths varying from 3 to 10 feet. This process is known as “open-cut” construction.

How will this affect residents?

As with any major construction project, residents in this neighborhood can expect to see  and hear heavy construction equipment.

Roads where open-cut construction will be used may be reduced to a single lane. Trenches installed in streets will be backfilled with rock. Normally trench backfill occurs soon after the pipe is installed so the traffic lane will be drivable shortly after the sewer is installed. Except for very narrow streets, one lane of traffic will be open except when the contractor is loading the excavated soil into trucks.

The contractor will follow all local ordinances and will notify all properties of any temporary access restrictions. In areas where open-cut construction will be used, there will be periods when driveways may be inaccessible. The contractor will give all property owners ample notification prior to any access restrictions.

When will construction take place?

This is the current tentative project schedule. This is subject to change based on a variety of factors including weather.

What will it look like when it's done?

The streets in this area have a concrete base with asphalt on top. Our contract specifies that the concrete slabs that are disturbed will be fully replaced  for full slabs joint to joint and asphalt overlaid. The project’s restoration will meet all requirements of  the Cities of Bel-Ridge and Bel-Nor.

FAQs

A1: MSD Project Clear does expect access issues to driveways/alleyways but these will be either plated or backfilled each day after work is completed to ensure residents are able to access their properties freely.

In Bel-Nor, all work related to putting in pipe will remain in the street, however, there will be some Private Inflow Reduction work in easements located within yards. In between June Dr and Claudine Dr, there will be pipe laid in the easements located within the yards and not in the street.

Most inlets on this project will be curb inlets with a stone cover that is level with the top of the curb, with the inlet sticking up about 4-6” above the street. There will also be 2 grate inlets put in as a part of this project.

MSD will work diligently to prevent any backups from occurring. If you experience something like this, please contact the Project Manager with your concerns.

Monday thru Friday, 7AM – 2PM unless the weather delays work which could cause the crew to stay a bit later than 2PM.

If there is work being done in front of the property, periods of temporary inaccessibility will occur for a few hours at most. If the work being done includes removing the driveway, this will take longer. However, these property owners have already been contacted regarding this work.

Yes, for safety concerns private vehicles will need to be moved temporarily while work is being done on a street. Residents will be notified prior to this occurring.

If you experience water problems at any point, please make sure to call MSD Customer Service at 314-768-6260 so that the request is logged, and a crew is dispatched to investigate.

There will likely not be room for private vendors to park on a street that is going through construction. Residents will be provided notice that parking on their street will be temporarily restricted and that notice can be given to the street vendors.

Only 2 trees will have to be removed as a part of this project off Bellefontaine Rd. Off June Dr, there will be bushes that will be removed. There are 2 Arborists involved with this project – one from Bel-Nor and the other that works with Wehmeyer Farms. The Arborists will be working together to enact “Tree Protection” – which means that trees will be fenced in and other measures will be taken to protect the trees during construction.
