Hazardous Waste Notices

MSD provides industrial users with notice of potentially applicable requirements under Subtitles C and D of the Resource Conservation and Recovery Act (RCRA).

Subtitles C and D of RCRA regulate solid and hazardous waste management. The State of Missouri also has promulgated solid and hazardous waste management rules.  If you generate or transport hazardous wastes, you may be subject to the regulations.

To ensure that your operations comply with federal and state hazardous waste management regulations, contact the State and Federal agencies at the bottom of this notice.

Industrial users also must notify, in writing, the U.S. Environmental Protection Agency, the Missouri Department of Natural Resources, and MSD if they discharge any substance to MSD that would otherwise be hazardous.

In addition, if an industrial user submits or has submitted the hazardous waste notification, and subsequently changes or ceases the discharge, the industrial user must notify MSD of the change or cessation of the discharge.  This notification can be sent to the Metropolitan St. Louis Sewer District address listed below.

Please note that effective August 21, 2019, federal regulations take effect that prohibit all healthcare facilities and reverse distributors from disposal of hazardous waste pharmaceuticals down the drain and to the sewer system.  If a facility was disposing of hazardous waste pharmaceuticals down the drain, the facility must cease the discharge, and notify MSD that the discharge has been stopped.  This notification also can be sent to the Metropolitan St. Louis Sewer District address listed below.
