The Fiscal Year (FY) 2024 Strategic Business and Operating Plan (SBOP) is a business-focused blueprint for serving our ratepayers now and into the future. It is a plan that puts the ratepayers and the St. Louis community first.
The SBOP’s goals are clear:

• Minimize customer rate increases; and
