2019 Rate Proposal
This section contains the 2019 Rate Proposal Summary Overview for fiscal years 2021 through 2024 and the Rate Recommendation Report of the Rate Commission to the Board of Trustees.
On August 16, 2019, the Rate Commission submitted its recommendation to MSD’s Board of Trustees. On April 6, 2021 (delayed due pandemic), voters approved MSD to issue $500 million in bonds to fund wastewater improvements.
On October 10, 2019, the Board of Trustees adopted Resolution No. 3547 accepting the Rate Commission’s August 16, 2019 Report.

2015 Rate Proposal
This section contains the 2015 Rate Proposal Summary Overview for fiscal years 2017 through 2020 and the Rate Recommendation Report of the Rate Commission to the Board of Trustees.
On July 30, 2015, the Rate Commission submitted its recommendation to MSD’s Board of Trustees. The Rate Commission’s recommendation for wastewater rates reflected two changes versus the proposal that MSD staff submitted:
- Anticipate an increase in Late Fee Revenues equal to the percent increase in rates. The impact of this change decreased the proposed request for wastewater revenues by $2.35 million over four years.
- Instead of assuming a 5.5% annual increase in utility costs, assume a 1.5% annual increase. The impact of this change decreased the proposed request for revenue by $6.83 million over four years.
Per the Charter change creating the Rate Commission, MSD’s Board of Trustees reviewed the recommendation. On October 8, 2015, the report containing the recommendation was formally accepted by the Board.
