Construction Permit Requirements
All permit applications for the construction of sewer and drainage facilities, for connection to sewer and drainage facilities, and for the repair of connection to sewer and drainage facilities shall be made by a master drain layer. This master drain layer must have a certificate of qualification or other applicable license to perform work as a master drain layer. This certification must be issue in his name by the Board of Examiners of Plumbers and Drainlayers of St. Louis City or St. Louis County, or other applicable licensing authority.
No construction or connection permit will be issued until the applicant files a cash or corporate bond with MSD. This performance bond must be in an amount no less than $10,000.
All main locates, wye locations, and/or structure locates must be done in the Permit office. Information will not be given over the phone or via fax. Please bring the address, lot number, subdivision name, and City Block number, if applicable. Permit Department office hours are 7:30 AM–4:30 PM.
