What is an Ordinance?

Ordinances are laws set forth by a governmental authority. The MSD Board of Trustees adopts ordinances to govern the administrative and operational needs of the District.

Ordinances are adopted like this: MSD management proposes ordinances to the Board of Trustees at the monthly board meeting. If the Board agrees the ordinance is in the best interest of the District and the public, then the Board adopts the ordinance at the next regularly scheduled board meeting.

What is a Resolution?

Resolutions are used to express opinions about a particular item of business. Unlike ordinances, resolutions are not laws and are not proposed to the MSD Board of Trustees prior to adoption. Resolutions are often used to honor public officials, recognize retiring employees for their years of service and acknowledge strategic business plans.
