2018 Stormwater Rate Proposal
This section contains the 2018 Stormwater Rate Proposal Summary Overview and the Rate Recommendation Report of the Rate Commission to the Board of Trustees. On August 9, 2018, the Rate Commission submitted its recommendation to MSD’s Board of Trustees.

2015 Rate Proposal
This section contains the 2015 Rate Proposal Summary Overview for fiscal years 2017 through 2020 and the Rate Recommendation Report of the Rate Commission to the Board of Trustees.
On July 30, 2015, the Rate Commission submitted its recommendation to MSD’s Board of Trustees. The Rate Commission’s recommendation for wastewater rates reflected two changes versus the proposal that MSD staff submitted:
- Anticipate an increase in Late Fee Revenues equal to the percent increase in rates. The impact of this change decreased the proposed request for wastewater revenues by $2.35 million over four years.
- Instead of assuming a 5.5% annual increase in utility costs, assume a 1.5% annual increase. The impact of this change decreased the proposed request for revenue by $6.83 million over four years.
Per the Charter change creating the Rate Commission, MSD’s Board of Trustees reviewed the recommendation. On October 8, 2015, the report containing the recommendation was formally accepted by the Board.
2011 Rate Proposal
On May 10, 2011, MSD staff presented a proposal to our Rate Commission recommending customer wastewater rate increases to help fund more than $1 billion in needed wastewater system improvements between Fiscal Years 2013 and 2016.
After a process that included several public hearings, the Rate Commission recommended a proposal that consisted of a series of smaller rate increases to MSD’s Board of Trustees in October 2011. The Board of Trustees approved the proposal in December 2011.
In June 2012, voters approved Proposition Y, which allows MSD to issue $945 million in bonds. MSD’s Board of Trustees approved the issuance of the bonds, and the rate proposal took effect July 1, 2012. The first round of bonds were issued in August 2012.
