MSD acknowledges the importance of small and diverse businesses as the foundation of a strong community. These businesses include minority and women owned enterprises (MWBE). As we award contracts related to our public works project requirements, we understand that the utilization of these businesses is vital to the continued growth of our community. We know that the strength of our major contractors, consultants and suppliers (which also includes minority and women owned businesses) is dependent upon the viability of their smaller partners. By making genuine efforts to expend our operational dollars with businesses in our customer base, and ensuring the inclusion of minority and women businesses, MSD is demonstrating its commitment to the continued development and growth of historically underutilized businesses.

A successful business requires many components, all of which must come together in a unified manner. Without cooperation and a team spirit the growth of our diverse region will be limited. At MSD we are committed to being a leader in these efforts.

In order to document the participation of these MWBE firms, MSD requires involvement reports to be submitted by the prime contractors, consultants, and suppliers. The MSD Diversity Reporting system (www.msddiversityreporting.com) enables all companies awarded projects with MWBE participation to comply with these requirements.

As of February 1, 2017, MSD transitioned to this new and improved MWBE Involvement Reporting system – MSD Diversity Reporting (www.msddiversityreporting.com). All monthly MWBE Involvement Reports will be submitted through the new MSD Diversity Reporting system. MSD’s previous MWBE Involvement Reporting site (PRISM) is no longer available as of that date.

Below is the MSD Diversity Reporting Involvement Reporting User Manual for your use. It is imperative that you accurately follow the step-by-step instructions within this manual.

MSD Electronic Workforce Reporting - Construction Contracts

All Building Construction, Non-Building Construction, and Federally Funded Construction contracts awarded at an amount of $500,000 or greater require compliance with meeting workforce participation goals and perform monthly workforce reporting during project construction. To be in compliance with MSD’s labor and workforce reporting requirements, the Prime Contractor must utilize the MSD Diversity Reporting system for workforce utilization report submission (www.msddiversityreporting.com).

The Prime Contractor shall submit monthly workforce utilization reports online by the 10th of each month for the previous month. Certified Payrolls detailing actual utilization for the past month for the Prime Contractor and all Subcontractors (including Non-MWBE Subs) are required to be submitted online with each monthly workforce report as well as any Good Faith Effort documentation. It is imperative that you accurately follow the step-by-step instruction within this manual.

MSD Electronic Workforce Reporting - Professional Services Contracts

All Professional Services contracts awarded at an amount of $500,000 or greater require compliance with meeting workforce participation goals and perform quarterly workforce reporting during the life of the project.  To be in compliance with MSD’s workforce reporting requirements, the Prime Consultant must utilize the MSD Diversity Reporting system for workforce utilization report submission (www.msddiversityreporting.com).

The Prime Consultant shall submit quarterly workforce utilization reports online by the 10th day of the new quarter for the previous quarter.  Prime Consultants shall report the actual current workforce make-up of the local office registered with the District.  In the rare occasion thatt there is no local office, the workforce goals will be measured by the numbers of employees working on MSD’s project.  All Good Faith Effort documentation shall be attached to the workforce utilization report, if needed. MSD Electronic Vendor and Workforce Reporting - Construction Management View

The MSD Construction Management View electronic system is a “view only” module of the MSD Diversity Reporting electronic system, which is the system MSD Prime Contractors utilize for their Diversity reporting needs.  MSD contracted Construction Managers may access this view only system to view contract information, Involvement Reports, and Workforce Reports for all contracts that the Construction Manager is assigned for the purpose of managing the Diversity reporting.  The User Manual for the Construction Management View system is below:
