MSD Compliance and Reporting (MSDCAR)

MSD acknowledges the importance of small and diverse businesses as the foundation of a strong community. To reflect this, the majority of our public works contracts require awarded prime contractors, consultants, and suppliers to commit a percentage of their project to certified Minority and Women-Owned Business Enterprise (MWBE) subcontractors. These MWBEs must be certified by either the SLDC’s CertifySTL Business Certification Program, or the Missouri Office of Equal Opportunity’s Supplier Certification Program. Awarded companies are also required to report utilization of minorities and women workers in their workforce, if applicable to the project. This reporting is done via MSD’s very own online reporting system.

Our MSD Compliance and Reporting system (MSDCAR), which launches in November 2026, enables companies awarded MSD contracts to comply with these requirements. MSDCAR includes reporting and tracking functionality for subcontractor and workforce utilization, allowing primes to submit all of their reports in one place. MSDCAR also includes automated payment verification for subcontractors to confirm payments reported for their company. MSDCAR is key to MSD Diversity’s compliance efforts, and will continue to evolve as compliance needs change.

MSD has established MWBE subcontractor participation goals for all Construction and Engineering Design Professional Services contracts that are $50,000 or more. To document the utilization of both MWBE and non-certified subcontractors, MSD requires Contractor Utilization Reports be submitted by prime contractors, consultants, and suppliers via MSDCAR. Contractor Utilization Reports must be submitted by the 10th day following the end of a reporting month, to report payments made to all subcontractors in that month.

MSD Diversity will audit submitted reports to ensure all reporting is up to date and will send out reminders for late reporting. MSDCAR will send payment verification emails to subcontractors/consultants to confirm reported payments. Users cannot submit a new report if a previous month’s report has not been submitted, or if there are any MWBE payments that have not been confirmed. Failure to complete the monthly/quarterly report may lead to delay in payment from MSD.

All Building, Non-Building, and Federally Funded construction contracts, as well as all Professional Services contracts awarded at an amount of $500,000 or greater require compliance with meeting workforce participation goals for minority and women workers (as well as apprentices, when applicable). To document workforce utilization, MSD requires Workforce Utilization Reports be submitted by Prime Contractors/Consultants.

• For Construction Projects: Workforce Utilization Reports must be submitted by the 10th day following the end of a reporting month, to report workforce hours for the prime and all subcontractors for month.
• For Professional Services Projects: Workforce Utilization Reports must be submitted by the 10th day following the end of a reporting quarter, to report staff utilized by the prime that quarter.

For Construction projects, a copy of the Certified Payroll must be attached with any report that has hours listed. Good Faith Effort documentation should also be included, when applicable. MSD Diversity will audit submitted reports to ensure all reporting is up to date and will send out reminders for late reporting. Users cannot submit new Workforce Utilization Reports if a previous month/quarter’s report is missing. Failure to complete the monthly/quarterly report may lead to delay in payment from MSD.

MSDCAR allows Construction Managers (CMs) assigned to MSD contracts view-only access to contract information, Contractor Utilization Reports, and Workforce Utilization Reports, for the purpose of managing MSD Diversity reporting. Contracts assigned to CMs are accessed through the same login used to access their awarded contracts.
