Property Taxes
MSD levies taxes to fund stormwater services to customers in the St. Louis metropolitan area. These taxes vary by property location and comply with Missouri State Statute Sections 137.073 and 137.115, to the extent these sections apply; and Article X, Section 22 of the Missouri Constitution (Hancock Amendment). 1. General Administrative Tax (1.69¢ per $100 Assessed Valuation)
- Revenue from this tax funds stormwater services and stormwater regulatory activities throughout the entire District.
2. Districtwide Stormwater Operations and Maintenance Tax (8.72¢ per $100 Assessed Valuation)
- Revenue from this tax funds operation, maintenance, rehabilitation, and limited construction throughout the entire District.
3. Stormwater Capital Improvement Tax (7.45¢ per $100 Assessed Valuation for Residential Customers)
- Starting in 2025, revenue from this voter-approved tax will fund work to address stormwater problems like flooding and erosion throughout the entire District.
- In lieu of a property tax, non-residential customers will pay $1.05 per month per 1,000 square feet of impervious surface. Non-residential customers can use the Stormwater Bill Estimator to learn more about their bill.
4. Operations, Maintenance, and Capital Improvement Taxes (OMCI) (Up to 10.0¢ per $100 Assessed Valuation)
- Revenue from OMI taxes fund stormwater capital improvements not converted by the Disctrictewide General Administrative Tax of Districtwide Operations and Maintenance Tax.
- Customers in existing OMCI taxing subdistricts pay 0.0¢ to 10.0¢ per $100 Assessed Valuation on annual property tax bills.
- Starting in 2025, customers in three OMCI taxing subdistricts will pay 25% of the historic rate.
Final rates will be set no later than October 1 each year. Once set, those rates will be posted here.
Why am I being charged a Sewer Lateral Fee?
The City of St. Louis and St. Louis County both manage sewer lateral repair programs, in which the homeowner pays an annual fee on their tax bill. MSD does not charge this fee or receive any revenue collected from this fee. For more information regarding these programs, please visit the website of The City of St. Louis or St. Louis County.
Why do I have multiple “sewer” taxes on my tax bill?
If you have multiple sewer related taxes on your bill, not including the Sewer Lateral Fee, your property falls within an Operations, Maintenance, Construction, and Improvement sub-district. Revenue from these taxes fund stormwater operations, maintenance, construction, and improvements within the geographic areas where they are levied. The voters in each of these taxing districts voted to approve these taxes in exchange for a higher level of stormwater services than could be funded by the other two taxes.
