Wastewater System Improvements
In 2012, MSD Project Clear signed an agreement with the U.S. Environmental Protection Agency and the Missouri Coalition for the Environment, kicking off the most ambitious series of public infrastructure upgrades in the St. Louis region’s history. The goal: reduce backups into homes and businesses, reduce overflows into the environment, and improve water quality.
This multi-decade program represents billions of dollars in investment and hundreds of system improvements, ranging from rehabbing small neighborhood sewers to building massive underground tunnels and upgrading treatment plants.
As of 2025, MSD Project Clear is on schedule and on budget. Backups are down 25%, more than 85% of wastewater overflow points have been removed, and water quality sampling shows significant improvements across the region.
Beyond meeting federal requirements, these upgrades are designed to make a lasting difference for the community, protecting homes from basement backups, ensuring cleaner rivers and streams, and preparing our infrastructure for future generations.
MSD Project Clear is fully committed to completing the work needed to bring the St. Louis region’s public wastewater system into full compliance with the Clean Water Act by 2039.
