Additional Services
Beyond our core responsibility to provide wastewater and stormwater management and rainscaping for the St. Louis region, MSD provides a variety of additional services for the community. We review and approve construction plans, issue permits, keep the public informed on environmental issues and home sewer safety, and more.
All permit applications for the construction of sewer and drainage facilities, for connection to sewer and drainage facilities, and for the repair of connection to sewer and drainage facilities shall be made by a master drain layer. This master drain layer must have a certificate of qualification or other applicable license to perform work as a master drain layer. This certification must be issued in the drain layer’s name by the Board of Examiners of Plumbers and Drainlayers of St. Louis City or St. Louis County, or other applicable licensing authority.
All public or private sewerage and drainage works proposed to be constructed, altered, or reconstructed by any person or corporation (public or private) within MSD boundaries requires review and approval by MSD. This includes any altering of any storm drainage channel, site drainage, or flood plain.
Any property to be constructed outside the MSD boundaries and desiring to be served by MSD must be annexed, and will submit the project for Development Review and follow the Annexation Procedure.

We maintain an active public information office to keep residents and business owners informed of MSD projects, environmental issues, and tips for keeping your home or business sewer system operating safely and efficiently.
MSD provides industrial users with notice of potentially applicable requirements under Subtitles C and D of the Resource Conservation and Recovery Act (RCRA).
