Jay Hoskins has been with The Metropolitan St. Louis Sewer District since 2007 and began serving as Director of Engineering in June 2026.
Prior to becoming Director of Engineering, Jay spent nearly eight years as an Assistant Director, serving first in Environmental Compliance from 2018 to 2024 and then in Planning from 2025 to 2026. During that time, he directed regulatory compliance matters, managed laboratory operations, oversaw industrial pretreatment programs, planned capital improvement projects, helped lay the foundation for the District’s new resilience plan, and coordinated the launch of the St. Louis region’s first regional stormwater improvement program.
Jay began his career at MSD as a Civil Engineer in the Planning Division. He advanced to Principal Engineer in 2011 and served as Program Manager for MSD’s Environmental Compliance division from 2013 to 2018.
Jay holds a bachelor’s degree in civil engineering from Missouri S&T and a master’s degree in environmental engineering and science from Clemson University.
