MSD Diversity Reporting (MDR)
MSD acknowledges the importance of small and diverse businesses as the foundation of a strong community. These businesses include Minority and Women-Owned Business Enterprises (MWBE). As we award contracts related to our public works projects, MSD requires prime contractors, consultants, and suppliers to report MWBE involvement as well as utilization of minorities and women in their workforce. The MSD Diversity Reporting system (MDR), which launched February 1, 2017, enables all companies awarded MSD projects to comply with these requirements. If you have not received your username and password for MDR, please contact MSD Diversity at diversity@stlmsd.com.
MWBE Involvement Reporting
MSD has established MWBE Subcontractor participation goals for all construction contracts and Engineering Design Professional Services contracts that are $50,000 or more. To document the participation of MWBE firms, MSD requires MWBE Involvement Reports be submitted by Prime Contractors, consultants, and suppliers.
Involvement Reports must be submitted by the 10th of each month to report payments made to MWBE subcontractors in the previous month. Users cannot submit new Involvement Reports if a previous month’s report is missing. Failure to complete the monthly report may lead to delay in payment from MSD.
MSD Diversity will audit submitted reports to ensure all reporting is up to date and will send out reminders for late reporting. MDR will send Payment Verification emails to subcontractors/sub-consultants to confirm reported payments.
Workforce Utilization Reporting
All Building, Non-Building, and Federally Funded construction contracts, as well as all Professional Services contracts awarded at an amount of $500,000 or greater require compliance with meeting workforce participation goals. To document workforce utilization, MSD requires Workforce Utilization Reports be submitted by Prime Contractors/Consultants.
Utilization Reports must be submitted by the 10th of each month to report utilization for the previous month. The report must cover utilization for the Prime Contractor/Consultants and all Subcontractors including Non-MWBE Subs. Good Faith Effort documentation should also be included, if applicable. Users cannot submit new Utilization Reports if a previous month’s report is missing. Failure to complete the monthly report may lead to delay in payment from MSD.

Construction Management View
MDR’s Construction Management View is a “view only” module that allows Construction Managers contracted on MSD projects access to contract information, MWBE Involvement Reports, and Workforce Utilization Reports, for the purpose of managing Diversity reporting.
