Overview

Appointment and Term

There shall be a Civil Service Commission of three members, who shall be appointed by the Board of Trustees. Members shall have the same qualifications as required for Trustees, except that no member shall be a Trustee under the Charter.

Members shall be persons who are known to be in sympathy with the application of merit principles to public employment. Members shall be appointed for a term of three years. Vacancies shall be filled by the Board for the unexpired term.

Duties

  1. Advise the Board, Executive Director, and Human Resources Director on problems concerning personnel administration.
  2. Make any investigation which it may consider desirable concerning personnel administration in the District service and report to the Board at least once a year its findings, conclusions, and recommendations.
  3. Recommend civil service rules to the Board.
  4. Hear appeals from disciplinary action.
  5. To advise, assist, and cooperate in fostering the interest of institutions of learning and civic, professional, and employee organizations in the improvement of personnel standards and conditions in the District.
