As part of a long-term effort to reduce basement backups and sewer overflows, MSD Project Clear is replacing approximately 3,500 feet of sewer in the City of Bellefontaine Neighbors. MSD Project Clear will increase the size of the wastewater sewer which will reduce basement backups and prevent sewer overflows in this area.

What work will be done?

  • MSD Project Clear is replacing approximately 3,519 feet of wastewater pipe
  • The pipe size will increase to 12-inches in diameter allowing a larger amount of wastewater to flow through the system.
  • This project will remove one constructed overflow to prevent untreated wastewater from spilling into local waterways.
  • Crews will install approximately 50 to 100 feet of sewer pipe per day.

Why is this project being constructed?

MSD is investing $2.45 million into this neighborhood with this project to alleviate basement backups and clean up our local waterways.

How will it be built?

Approximately 115 feet of this project will be constructed using tunneling methods. This means that the work will take place between 12 to 15 feet underground. Tunneling will occur from the park across Chambers Road to Coburg Lands Drive. Tunneling is the best method to construct this part of the project so that there is no disruption to the Missouri American Water facility located on Chambers Road.

For the majority of sewer construction on Coburg Lands Drive, the pipe will be put in by digging through the surface of the road with depths varying from 10 to 17 feet. This process is known as “open-cut”.

How will this affect residents?

As with any major construction project, residents in this neighborhood can expect to see  and hear heavy construction equipment.

Roads where open-cut construction will be used may be reduced to a single lane. Trenches installed in streets will be backfilled with rock. Normally trench backfill occurs soon after the pipe is installed so the traffic lane will be drivable shortly after the sewer is installed. Except for very narrow streets, one lane of traffic will be open except when the contractor is loading the excavated soil into trucks.

The contractor will follow all local ordinances and will notify all properties of any temporary access restrictions. In areas where open-cut construction will be used, there will be periods when driveways may be inaccessible. The contractor will give all property owners ample notification prior to any access restrictions.

When will construction take place?

This is the current tentative project schedule. This is subject to change based on a variety of factors including weather.

  • Project design completion date: September 18, 2018
  • Easement acquisition completion: December 5, 2019
  • Public Meeting at Bellefontaine Neighbors Rec Center: June 20, 2018
  • Estimated construction start: June, 2020
  • Estimated construction completion: May 23, 2021

What will it look like when it's done?

The streets in this area have a concrete base with asphalt on top. Our contract specifies that the concrete slabs that are disturbed will be fully replaced and asphalt overlaid. The project’s restoration will meet all requirements of  the City of Bellefontaine Neighbors.

FAQs

Q1: Will residents have any issues accessing their properties?

A1: MSD Project Clear does expect access issues to driveways/alleyways but these will be either plated or backfilled each day after work is completed to ensure residents are able to access their properties freely.
