Below you will find a list of all communication related to MSD Solids Management Upgrade (SMU) at Bissell Point and Lemay WWTF (Project Number 12565) .

MSD Project Clear (MSDPC) has initiated the process for selecting a design-build team for the design and construction of biosolids improvement facilities at its two largest treatment plants: Bissell Point, and Lemay. Three teams were shortlisted based on qualifications submitted in January 2022 and will develop and submit their price-based proposals for the project. The shortlisted teams are (listed alphabetically):

As you will recall, the District conducted a Diversity Workshop over the summer on the Solids Management Upgrade project. Communication to Interested Parties: RFQ process reactivated, Virtual Information Meeting Scheduled for November 23

Addendum No. 3 to the Request for Qualifications (RFQ) for the Bissell & Lemay WWTF Fluidized Bed Incinerators Design Build project has been posted in the MSD Plan Room website, https://www.stlmsdplanroom.com/, and is now available for downloading.

The District has re-activated the Request for Qualifications (RFQ) process and issued an updated schedule in the addendum. The District has received a protest related to the ISS pre-qualification results. Under the District’s protest procedure, all scheduled activities for the Request for Qualifications (RFQ) are being suspended until further notice.

Communication to Interested Parties: RFQ posted, informational meeting and site visits on July 27

The Request for Qualifications (RFQ) for the Bissell & Lemay WWTF Fluidized Bed Incinerators project has been posted in the MSD Plan Room website, www.stlmsdplanroom.com, and is now available for downloading.

Since MSD’S COVID-19 protocols still don’t permit indoor, in-person meetings, a virtual Informational Meeting will immediately be followed by in-person site visits (which are permitted) at Bissell Point and Lemay from 1:00 p.m. to 4:00 p.m. CDT on July 27. Prime contractor proposers are limited to five (5) participants per team at both the Informational Meeting and site tour, so they will need to determine which members of their team will attend the session. Please note that current MSD COVID-19 policies require everyone to maintain at least six feet of social distance, wear a mask indoors at all times, and wear a mask outdoors when social distancing cannot be achieved. All participants for the site tour will be required to bring their own personal protective equipment including CDC-approved face covering, gloves, a hard hat, safety vest, safety glasses and closed, steel toe shoes.

Communication to Interested Parties of the Bissell & Lemay WWTF Fluidized Bed Incinerators (12565):

As announced in the MWBE and Workforce Diversity Workshop held on June 2, 2021; the District will incorporate an allowance of $120M for equipment costs; with this cost being deducted from the subsequent MWBE goal calculations. As an example, if the overall fixed price cost submitted by a design build team is $500M, the MWBE goals would be calculated based on a $380M project.

As we previously advised, MSD will conduct a virtual meeting to promote MWBE participation and Workforce Diversity in the Solids Management Upgrade at Bissell Point and Lemay WWTF (Project Number 12565). Interested Design Build teams (DB Teams), as well as MWBE firms, are strongly encouraged to attend this virtual meeting. Registration is required and can be found here:

This virtual meeting will provide an opportunity for interested MWBE firms to introduce themselves to the DB Teams for this project . The main objective of this meeting is to  facilitate further communication between interested parties. As such, the meeting will be divided into several parts:

1. A group session which will outline MSD’s diversity program, the MWBE certification process and the two MWBE certification authorities it accepts: the State of Missouri and the City of St. Louis. As mentioned in our prior communications, please note that it can take several weeks for firms to obtain MWBE certification, so we encourage eligible firms to begin this process as soon as possible, if you are not already certified. Information on these processes can be accessed at the following websites:

1. Breakout rooms where interested MWBE firms can introduce themselves and their capabilities to DB teams, and also provide a setting where questions can be asked and answered. At this time, we are anticipating 3 breakout rooms, one for each of the DB Teams who have expressed interest in this project. Each breakout room will have 3 sessions to allow for MWBE firms to interact with each of the DB Teams. Should additional DB Teams express an intent to propose after this virtual meeting takes place, we will schedule a future session or sessions to accommodate this.

Please note that the registration deadline for this meeting is 10:00 a.m. CDT on June 1^st. This will enable us to assign similar numbers of MWBE firms to each breakout room, in order to facilitate conversations.

Lastly, a reminder that MSD will announce at this June 2 virtual meeting a change to the equipment allowance that will be used to determine MWBE participation goals for this project.

MSD would like to announce that a site visit may be arranged for Design-Build teams that are interested in the project. Site visits must be arranged through the Owner’s Representative by email to Bently Green at greenb2@bv.com; and must be accompanied with an “Intent to Propose” form. Additionally, the following conditions apply to site visit requests:

• Limited to one site visit per Design-Build team prior to the DB RFQ being released in July.
• The Owner’s Representative will arrange with the lead entity of the Design-Build team only.
• The Owner’s Representative will coordinate with MSD’s operations staff; but the visit will be led by Owner’s Representative and MSD operations staff will not participate.
• Design-Build  teams will be limited to 10 people, and may choose who among their team that they want to attend.
• All safety protocols must be adhered to: Proper PPE must be worn (hard hats, safety glasses, safety vests, steel-toed shoes/boots), masks must be worn, and social distancing must be maintained.
• Visits will be limited to a 2-hour timeframe per plant.
• Request must be accompanied by submittal of an “Intent to Propose” form.
• Again, requests must be made through the Owner’s Representative.
• Multiple acceptable dates for a site visit should be proposed; so that a mutually agreeable date may be determined.

The District, upon consideration of input received to date from interested parties, has doubled the stipend budget for the project to $2,000,000 from an original amount of $1,000,000; as before, this amount would be divided equally to up to two losing teams from a three-team shortlist. The stipend will be paid out to teams that are fully respondent to the RFP criteria, and would not exceed an amount of $1,000,000 per losing team.

As previously noted, the Design-Build project is currently in preliminary design. An RFQ is also planned for July 2021 for interested design-build teams, with up to three teams being short-listed and asked to submit a proposal in 2022.
