Annual BMP Maintenance Report

To ensure that the maintenance of privately owned stormwater management facilities is conducted per the BMP Maintenance Agreement and the Stormwater Management Facilities Report (SWMFR), MSD requires that an Annual BMP Maintenance Report is submitted to the District for all commercial and residential homeowner association maintained facilities. The annual report should provide documentation that maintenance was performed in accordance with the Stormwater Management Facilities Report submitted to and approved by MSD for the development project. To remain in compliance with MSD’s requirements, the Annual BMP Maintenance Report should be submitted no later than March 31st following the reporting year. MSD personnel will also periodically inspect the BMP.

FOR THE 2023 REPORT YEAR – annual reports should be submitted online. The online form is the most convenient and consistent method for property owners to comply with the annual report requirement. The Annual Stormwater BMP Maintenance Report for 2023 is due by March 31, 2024. Please click the button below to complete your report. 

BMPs that are located on a homeowner’s lot(s) and that are not maintained by a homeowner association are not required to submit an annual report. However, a MSD inspector will periodically inspect such BMPs.

Submitting Annual Reports Online

Click the button above to start the process for completing a 2023 Stormwater BMP Annual Maintenance Report form. The online form is the most convenient option to report both the condition of stormwater BMPs and any maintenance activities that were performed during the year. The online form is tailored for every property development and will generate a set of questions for each stormwater BMP on site upon entering the Project/Record Number at the beginning of the form.  After submitting the report, a confirmation email containing a link to a PDF copy of your report will be sent to both the preparer’s email account and the owner’s email account entered on the form.  The owner’s contact information must be correctly entered on the form as it will be kept on file and used by MSD to distribute future correspondence related to stormwater BMP reporting and maintenance.

Submitting Annual Reports by Email or Mail

The Annual Report should consist of a completed inspection checklist and/or maintenance log, narrative description of corrective action measures taken, photographs, and any other documentation appropriate for demonstrating compliance with the BMP Maintenance Agreement and your SWMFR. In the Annual Report, also provide the current property owner’s name, mailing address, phone, email address, and other relevant contact information.

For consistency and for your convenience, MSD has developed an Annual BMP Maintenance Report Form and BMP Inspection Checklists. The report form and the inspection checklists are not mandatory for use by BMP owners, and are being provided as templates to ensure compliance with minimal maintenance requirements. Links to both can be found be on this page. Use of the inspection checklists provided here, will not exempt BMP owners from design and maintenance requirements specified in the SWMFR. If the system in place is a proprietary system, please contact the manufacturer for the inspection checklist for the specific system.

MSD does not have a preferred BMP vendor list for BMP inspections, maintenance and/or annual reporting.

BMP Maintenance Education Resources

MSD’s Stormwater BMP Mapviewer was developed to assist owners and those responsible for maintenance and reporting to more easily locate and identify stormwater BMPs on their project sites.  The Mapviewer may be used to identify BMP types and their respective Project/Record numbers as well.

Operation and Maintenance Plan

Minor revisions to the Operation and Maintenance Plan may include, but are not limited to, a change in property owner, change in specifics of O&M schedule, change in maintenance procedures or contact. Minor revisions shall be submitted to MSD — Division of Environmental Compliance, Attn: Stormwater Management Program, 10 E. Grand Avenue, St. Louis, MO 63147. These minor revisions are not subject to MSD’s development review process.

Major revisions to the Operation and Maintenance Plan include changes that will alter the stormwater BMP’s design or operation from the original approved Design Report (i.e. BMP type, location, capacity, change in media composition, or other structural components), specifically the operation or performance of the system is being altered by a maintenance activity or repair. Major revisions are subject to MSD’s development review process and shall be submitted to MSD — Engineering Department, Attn: Development Review, 2350 Market Street, St. Louis, MO 63103.
