Why is this project being designed?
MSD Project Clear is investing approximately $3.5 million to improve the wastewater sewers in the cities of Northwoods and Pine Lawn. The goal is to eliminate points where untreated wastewater discharges from the sewers into the environment and to reduce basement backups, which occur when the sewers become overloaded during intense rainfall. MSD Project Clear has received 46 such complaints. This project will reduce these occurrences by increasing the size and capacity of the existing sewer.
- Construction is estimated to begin as early as Fall 2023
- MSD Project Clear will replace approximately 4,267 feet of wastewater pipe
- The pipe size will increase to between 8 and 27 inches in diameter allowing a larger amount of water to flow through the system.
What can residents expect?
Though construction for this project is not estimated to begin until the Fall of 2023 at the earliest, it is important to be prepared for what to expect. In the Fall of 2021, residents whose property will need to be accessed to construct the project will be contacted in order to obtain the necessary easements or notified of work that will take place in existing easements.
Type of Construction:
At this time, MSD Project Clear anticipates the contractor will primarily construct the new sewers by digging through the surface of the ground in a process known as “open-cut” construction. As with any type of construction, residents can expect to see and hear heavy equipment during the sewer excavation process. The pictures above depict what a neighborhood will look like before, during, and after a typical project.
Because construction will cross or otherwise affect several roads, MSD Project Clear expects traffic impacts to roads in this area including Kennewah Place, Edgewood Blvd, Kenwood Dr, Begg Blvd, Duckworth St, Rohn Ave, Roxie St, and Hatz St.
Residents should anticipate temporary lane closures, increased construction traffic, and possible changes to traffic patterns. More specific information including the timing and locations of these closures will become available once a Contractor is awarded the project. MSD will hold a second public meeting after a Contractor is selected to provide more specific details.
Residents may experience temporary reduced access to properties during active construction hours. The Contractor will notify residents prior to any access restrictions and will work to minimize these instances.
While most of the construction will take place in the roadway, the project will cross into some private properties. The map above shows the construction alignment. Between Fall of 2021 and Fall of 2022, MSD will contact property owners whose property will be directly affected by construction.
Repair and Restoration:
After all new sewer pipes are installed, the contractor will restore the construction site according to all easement agreements and local and District requirements. This could include sodding any disturbed areas, replacing disturbed pavement, reinstalling fences, etc.
At least one MSD Inspector will be on-site part of the day for every day the contractor is working.
What is the timeline?
This is the current tentative project schedule. This is subject to change based on a variety of factors including weather.

MSD does not anticipate sewer service or other utility services being disrupted during this project. We will work with Missouri One Call to locate utilities before beginning construction. Occasionally, the contractor may run into utilities that were not located by Missouri One Call which could result in temporary utility disruptions. If this happens, MSD will work with the utility to restore service as quickly as possible.
For properties without an existing easement, an MSD Right of Way Agent will work with property owners during the easement acquisition process to discuss restoration on their property.
For properties with an existing easement, MSD will restore the area following District policies. Most yard and wooded areas will be replanted using sod or seed and straw. Driveways, walkways, and other hard surfaces will be restored using the same materials that are currently in place.
Streets that are disturbed during construction will be replaced and repaved with similar material. The project’s restoration will meet all local and District requirements.
During active construction, some property owners may experience driveway access restrictions for a short period of time. The contractor will notify property owners in advance of any temporary access restrictions to allow them time to move their vehicles. The contractor will also fill trenches with gravel or place steel plates over trenches during non-working hours so residents can use their driveways during those times
